Worked example — the Condorcet cycle (pure deadlock). Three members, three options, sincere ballots: M1: A>B>C; M2: B>C>A; M3: C>A>B. Pairwise majorities: A beats B (2–1), B beats C (2–1), C beats A (2–1) → cycle A>B, B>C, C>A, no first place; whatever is on the table, a majority prefers something else. This is the Condorcet paradox, the formal anatomy of “we keep voting and nothing wins.” Majority rule here honors Pareto, IIA, and non-dictatorship and fails unrestricted domain. The cycle is precisely the intransitive social preference the collective-rationality premise forbids. Diagnostic: run all pairwise contests on the members’ real rankings — a cycle means a genuine Condorcet deadlock (no re-vote on the same preferences resolves it); no cycle means a Condorcet winner exists and the procedure is failing to surface it (a different, fixable problem).
Worked example — same ballots, three methods, three winners (method choice = outcome choice). 100 members: 45 A>B>C; 40 C>B>A; 15 B>C>A. Plurality (first choices): A=45, C=40, B=15 → A wins. Instant-runoff (eliminate B, transfer to C): C=55, A=45 → C wins. Borda (2/1/0): A=90, B=115, C=95 → B wins. Condorcet check: B beats A 55–45 and B beats C 60–40 → B beats everyone pairwise yet finished dead last in plurality. There is no “true winner” hiding in the ballots; A, B, and C are each the legitimate winner under a defensible rule. A committee cycling between candidate outcomes is likely experiencing three valid answers competing, not a failure of will.
Worked example — IIA / spoiler, concretely. Borda count returns a clean ranking but pays by violating IIA. Five members: 3 A>B>C; 2 B>C>A. Borda (2/1/0): A=6, B=7, C=2 → B wins. Delete C (the option nobody is fighting over) and re-run A vs B: 3 prefer A, 2 prefer B → A wins. The mere presence of C, ranked middle by A-supporters, dragged B above A. This is why “let’s add a compromise option to break the tie” can perversely change which of the original options wins — and a strategic member can exploit it by nominating a decoy (a control finding, not only an arithmetic one — see category 5).
Note one distinction not to conflate: plurality violates IIA (a spoiler can flip which of two others wins) and separately fails the Condorcet criterion (can elect someone other than the candidate who beats every rival head-to-head). These are two distinct axioms that co-occur in plurality.
Which axiom each real system sacrifices. Every voting system in use is an escape from Arrow, achieved by quietly relaxing one axiom — no free lunch, only choosing the sacrifice consciously.

Cluster A — Sources of motivation
Beneficiary.
- is: The voting members present, whose preferences the ballots encode (structural to a ranked ballot).
- ought: Those who live with the outcome — the constituency the decision binds and is for — ought to count as beneficiaries.
- gap: A rule optimized for member-preference can land on an option no constituency endorses; the cycle shows member aggregation has no stable answer, yet whoever is bound by the tie-break never entered the calculus. The method optimizes the comfort of deciders, not the welfare of the affected. This is live contestation: who the system is for is a choice, not a given.
Purpose.
- is: A decisive, defensible single winner/ranking that ends the deadlock.
- ought: From the bound parties’ standpoint, a legitimate outcome the affected will accept — not merely a decisive one (the Borda spoiler winner is decisive but arguably illegitimate).
- gap: “Get unstuck” ≠ “decide well.” Treating “break the deadlock” as the purpose privileges procedural closure over substantive merit — the trap of letting the procedure secretly choose which axiom to drop. Contestable, because some members are served by speed and others by legitimacy.
Measure of improvement.
- is: A winner emerges / a tie is broken / the vote concludes. Success = termination.
- ought: Whether the outcome is one the affected can live with and wouldn’t reverse on reflection — including minority acceptability and durability — and whether the criterion sacrificed was the one least damaging here.
- gap: “A winner emerged” scores a genuine Condorcet winner and an arbitrary cycle-break identically; the measure cannot distinguish legitimate resolution from procedural artifact. By Arrow the committee cannot win on all axes, but it has not named the axis it is losing. This is the live question of what counts as success.
Cluster B — Sources of control
Decision-maker.
- is: Nominally the members collectively; in practice control concentrates wherever the procedure’s hidden axiom-sacrifice lands — whoever chose or defaulted into the method, the agenda-setter under Borda/plurality, the chair under a tie-break.
- ought: Control ought to be visible and accountable; the method should be chosen or ratified by all who are bound by it, before ballots are seen, with the committee consciously choosing which axiom to relinquish.
- gap: Whoever set the rules picked the winner (choosing the method chose A, B, or C in the three-methods example). Arrow’s contraction result is the formal warning that decisiveness concentrates — a committee that doesn’t name its controller has one anyway, an Arrow “near-dictator” hiding in chair, bylaw, or inertia. Who really decides is contested precisely because it’s hidden.
Resources. (Two distinct is-readings, both preserved — the tension is real, not a defect.)
- is (reading A): The ballot design and — decisively — who controls which options appear (nomination/agenda power). The decoy in the IIA example is agenda power: whoever adds C changes who wins between A and B.
- is (reading B): Members’ time, attention, and ballots already cast — plus the analytic capacity to understand the trade-off and the time to re-deliberate rather than re-vote.
- ought: Nomination power ought to be a transparent, shared resource controlled by the affected, not capturable by a strategic decoy; and the committee ought to have the resource to understand why re-voting won’t help, not only to vote again.
- gap: Agenda/nomination power is the most under-examined control lever in the deadlock — whoever sets the slate partly sets the outcome regardless of the count; and re-running a deadlocked method spends the wrong resource. Both are contested levers a flat tally analysis renders invisible.
Decision environment.
- is: Bylaws, quorum rules, the membership roster, the option set, and the method are treated as fixed background; only the tallying is “in play.” The single-peakedness “one-dimensional” move — declaring the decision to lie on one axis — is also a choice about what’s given.
- ought: From out-voted/absent members’ standpoint, the bylaws/quorum/threshold, the option set, the method, and even whether this is a vote at all ought to be contestable; whoever gets to define the axis in a one-dimensional framing wields power over members whose objection is off-axis.
- gap: Treating the method/bylaws as untouchable environment is the central error — Arrow makes the method the most consequential lever, yet it is held outside the decision as if natural. The deadlock may be a bylaw artifact (supermajority threshold, exclusionary quorum) rather than a preference artifact; a one-dimensional reframe disenfranchises off-axis members while looking like a neutral math escape. Live challenge: why must this be resolved by ranked vote at all, versus sortition, deliberation-to-consensus, or splitting the decision?
Cluster C — Sources of expertise
Expert / planner.
- is: Implicitly whoever understands the procedure — the chair or a parliamentarian; or no one, the method being assumed self-evidently fair.
- ought: The affected parties’ lived knowledge of what the decision does to them ought to count alongside procedural expertise; and someone who understands social-choice theory should inform which sacrifice this committee can best tolerate.
- gap: If “expert” means “knows the rules,” procedural fluency becomes a power resource (the member who knows the count can game it) while consequence-knowledge goes unrepresented; the relevant expertise (Arrow, Condorcet, Gibbard–Satterthwaite) may be absent from the room. Whose knowledge counts is contested.
Expertise.
- is: Ordinal rankings only (which order, never how much), plus Robert’s-Rules-style procedural knowledge of how to tally and break ties mechanically.
- ought: Intensity ought to count if the goal is a livable outcome — a member mildly preferring A and one who would resign over it are currently recorded identically (approval/score voting refuses exactly this boundary); and social-choice knowledge of what each method sacrifices ought to count over mere tallying fluency.
- gap: The ordinal-only boundary erases intensity — a value choice about admissible knowledge disguised as a neutral ballot format; and procedural fluency masquerades as decision wisdom (knowing how to run IRV is not knowing that IRV can punish a candidate for gaining support). What knowledge is admissible is a live, contestable boundary.
Guarantor.
- is: The aggregation rule / “the vote” is treated as the guarantor — “follow the procedure and the result is legitimate.”
- ought: The guarantor ought to sit partly outside the rule — in deliberation, in the affected’s assent, in the option to revisit, and in disclosing the sacrifice in advance to secure buy-in.
- gap: Arrow proves no rule can be that guarantor across all four criteria; a procedurally clean vote still embeds an undisclosed unfairness. Pinning legitimacy on “we followed the rules” trusts a guarantor that mathematically cannot exist. What secures the outcome’s legitimacy is therefore genuinely open.
Cluster D — Sources of legitimacy
Witness.
- is: Structurally, no one. The ballot collects only involved members’ preferences; out-voted minorities, absent members, and bound constituents have no formal witness in the count.
- ought: A designated voice for the affected — a minority report, constituent consultation, a deliberative round, a named person carrying the absent parties’ interests into the room.
- gap: Right now the analyst is substituting as witness for these parties — naming them because the system supplies none of its own. That analyst-substitution is itself the finding: no built-in witness exists, so an outsider must supply one, and cannot fill the role the committee must fill. Who speaks for the unrepresented is a live, owned-by-you contestation.
Emancipation.
- is: Majority rule is treated as sufficient protection — “the minority lost fairly”; the affected take the method as given and their recourse is nil.
- ought: A real lever — a reconsideration trigger, a supermajority guard for heavily-binding decisions, exit/appeal rights, and the ability to contest the method, not just receive its output.
- gap: In a cycle every option has a majority against it, so “the minority lost fairly” is incoherent; emancipation reduced to “you were outvoted” collapses precisely in the deadlock case. A faction that loses under plurality but would win under Condorcet has a legitimate grievance the current frame renders invisible — they can object to the result but not to the rule that produced it, where the real decision lived. This grievance is live political contestation, not a settled fairness.
Worldview.
- is: Collective choice IS preference aggregation — preferences are fixed, pre-formed, exogenous, ordinal, and merely to be mechanically combined, and the output must be a complete, transitive social ordering. The committee is modeled as a thermometer reading off finished opinions.
- ought: From the standpoint of members whose minds could change, collective choice could instead be deliberation and persuasion (preferences are positions changed by reasons, not fixed inputs), or bargaining (outcomes are negotiated packages, not single winners), or need not produce a coherent full ranking at all (a single chosen winner, or even a tolerated intransitive result, may suffice). The committee is a forum, not a sensor.
- gap: This is the single most consequential invisible boundary — given extended treatment below.
Worldview (category 12) — extended
Whose worldview is currently load-bearing in the artifact: the social-choice-theoretic worldview in which collective choice is the aggregation of fixed, exogenous, ordinal individual preferences into a single complete and transitive social ordering. The committee, under this view, is a measuring instrument: it reads off pre-formed opinions and mechanically combines them. Arrow’s impossibility binds only inside this worldview with its collective-rationality premise.
Alternative worldview from the affected: from the standpoint of members whose minds could change — and of parties better served by a negotiated package than a single winner — collective choice is deliberation (preferences are positions revised by reasons), or bargaining (outcomes are packages, not winners), or need not yield a coherent full ranking at all. The committee is a forum, not a sensor.
What changes under the alternative: stepping outside the aggregation frame — deliberating until rankings change, using cardinal/score methods that carry intensity, splitting/log-rolling, sortition, or relaxing the transitivity demand — loosens Arrow’s specific trap. But none of these is free: each trades the aggregation boundary judgment for a different contestable one, with a different party paying the cost (detailed in the worldview-exit list under Implications). Arrow’s framework cannot represent preference change by construction; a committee importing the same worldview keeps re-voting on frozen preferences and keeps hitting the same cycle. Treating “we must aggregate fixed rankings into a transitive ordering” as the natural framing is the boundary judgment doing the most invisible work in your deadlock. Deferring worldview as “too philosophical” is the failure to avoid; for a deadlocked committee it is the most practical category here.
Affected-but-not-involved parties
The system involves voting members and the chair. It affects, without involving:

P1 — Out-voted minority members: surfaced in categories 1 (beneficiary), 10 (witness), 11 (emancipation); specifically the faction whose pairwise-majority/Condorcet preference is buried under a plurality or IRV rule (present in body, absent in voice). Their voice would say: “A candidate we collectively prefer head-to-head over every rival is being buried by the counting rule — we object not to losing but to the rule that produced the loss, and we have no channel to contest it.”

P2 — Absent / abstaining members: surfaced in categories 6 (decision environment — quorum) and 10 (witness). Their voice would say: “The quorum and threshold rules decided this as much as the ballots did, and no one carried our interest into the room.”

Analyst-substitution flag: across categories 10–11 (and parts of 12), the analyst is the de facto witness for every one of these parties; the system supplies none of its own. That absence is the legitimacy finding, not a side note — and it is a gap for you to fill, not one the analyst can resolve.
Implications for action
Each names the boundary judgment whose revision changes the system’s relation to its affected parties. None is a recommendation to adopt one “fair” method — Arrow forbids that; they are levers on the contestation.
Motivation — revise the measure of improvement (cat 3). Stop counting “a winner emerged” and start counting “we have named which fairness criterion we are sacrificing and confirmed it is the least damaging one here,” recorded as an explicit minuted decision. Operationally: collect full rankings and run the Condorcet diagnostic — if a Condorcet winner exists, the bylaws (not the members) are the problem; adopt a Condorcet-consistent count and the deadlock dissolves for free. Highest-leverage, lowest-cost move. If revised, the system’s relation to out-voted minorities and bound constituents changes: a buried head-to-head winner becomes visible, and termination stops masquerading as legitimacy.
Control — revise resources and interrogate the environment (cats 4–6). Move method-choice inside the decision and before the ballots, ideally behind a veil (members not yet knowing which option each rule favors) so the rule isn’t reverse-engineered to a preferred winner — this neutralizes the concealed procedural near-dictator. Make nomination/agenda power transparent and shared (the spoiler is agenda power, a lever a flat checklist misses). Before blaming preferences, check whether bylaws/quorum/threshold — or a one-dimensional reframe privileging whoever defines the axis — manufacture the deadlock. If revised, the hidden near-dictator in chair, bylaw, or agenda-setter loses the decisive power that members never consciously granted.
Expertise — revise what knowledge counts and demote the guarantor (cats 7–9). Put the social-choice trade-off (which sacrifice, not how to tally) in front of the committee in one page. Decide consciously whether intensity should count: an approval/score ballot captures what ranked ballots erase, at the cost of strategic exaggeration. Disclose, per Gibbard–Satterthwaite, that every non-dictatorial method over 3+ options is manipulable (Gibbard 1973; cardinal/probabilistic extension Gibbard 1978), so “strategy-proofness” is not an available tiebreaker. Stop treating the rule as guarantor — Arrow proves it cannot be one. If revised, the member who would resign over an outcome stops being recorded identically to the member who mildly prefers it, and procedural fluency stops being decision authority.
Legitimacy — install a witness and an emancipation lever, then act on worldview (cats 10–12). Name a witness for the affected-but-absent and give the losing faction a channel to contest the rule, not just the result; add a reconsideration trigger so losing a vote isn’t the end of agency. If the real decision has a Condorcet winner, surface that fact explicitly — a candidate beating every rival head-to-head has the strongest legitimacy claim even when no method is obligatory. Most important: run deliberation as a first-class tool, not a preamble — preference change is the exit Arrow’s frame cannot see, and on a true cycle it is frequently the only one that doesn’t just relocate the unfairness. If revised, the unrepresented gain a voice and the losing faction gains standing to challenge the rule that produced their loss — where the real decision actually lived.
Each worldview-exit trades one boundary judgment for another — none is an escape from contestation:
- If a Condorcet winner exists, adopt it — cost: still a method choice, privileging pairwise-majority and accepting it returns nothing on other ballots.
- If in a cycle, deliberate to shift a preference — cost: hands decisive power to whoever sets the agenda; question order can drive almost any outcome (McKelvey agenda-control/chaos), moving the near-dictator from the rule to the chair’s running order.
- Score or approval voting (cardinal input evades Arrow’s ordinal theorem) — cost: requires contested interpersonal cardinal comparison, and is still not strategy-proof (Gibbard).
- Split or sequence the decision into packages — cost: package boundaries are themselves a decisive choice, and log-rolling can produce outcomes a majority opposes item-by-item.
- Sortition among tied options — cost: severs the result from members’ preferences entirely (equal chance, not expressed will).
- Relax the transitive-ordering demand (pick a winner without a coherent full ranking) — cost: gives up collective rationality; the group can be money-pumped or have its “decision” depend on which pair was compared.
- Whatever is chosen, announce the sacrificed criterion in advance so no faction can later “discover” the unfairness and relitigate — that re-litigation is the deadlock’s renewable fuel.
An offer that needs your data: given the actual options, member count, rankings (and ideally bylaws), the diagnostic can determine whether the committee has a Condorcet winner, a genuine cycle, or a procedure failing to surface an answer already in the room — and which of the twelve boundary judgments is doing the damage.
Boundary judgments as contestation
The twelve gaps above are live political contestations, not technical or objective findings. Different members will weight them differently, and that meta-disagreement belongs on the table. Boundary critique makes these judgments visible and contestable; it cannot eliminate them. The critique deliberately does not hand the committee a “fair” method — Arrow proves none exists, and pretending otherwise would relocate the deadlock. Its function is to make the sacrifice visible and decidable by the right people, in the open, before the ballots — the one move that converts an interminable re-vote into a single, owned, contestable decision. The judgments surfaced here are political; they are owned by the parties your committee affects, not by the analyst.
Confidence per gap
- Beneficiary (cat 1): High that the current beneficiary is members and that committees routinely conflate “whose vote” with “whose stake”; moderate on whether constituents ought to be formal beneficiaries — depends on the committee’s mandate.
- Purpose (cat 2): High — the gap between termination and legitimacy is structural to any time-pressured vote.
- Measure of improvement (cat 3): High — follows directly from the theorem.
- Decision-maker (cat 4): Med-High — depends on how the method was adopted.
- Resources (cat 5): Med — the agenda-power gap is high-confidence where a slate is set strategically; the re-deliberation-resource gap is real wherever re-voting is the default reflex but varies sharply by body.
- Decision environment (cat 6): Moderate — the theorem establishes the method as load-bearing (high), but the bylaw-artifact and axis-definition specifics turn on actual bylaws and whether options truly lie on one axis, which are unavailable.
- Expert (cat 7): Moderate — most committees lack social-choice expertise; whether this one does is unknown.
- Expertise (cat 8): High — the procedural/substantive distinction holds for any committee.
- Guarantor (cat 9): High — the theorem directly refutes procedure-as-complete-guarantor.
- Witness (cat 10): Med — existence of affected-but-absent parties is near-certain; their identity is yours to specify.
- Emancipation (cat 11): Med-High — the grievance structure is generic to any single-method body; its live force depends on whether the actual method buries a Condorcet winner, which only the real ballots reveal.
- Worldview (cat 12): High that worldview is invisible and load-bearing — the single most reliable finding here. The empirical claim that deliberation dissolves this committee’s cycle is untestable without the real preference profile.
The verified explanatory base — the theorem statement, the four criteria, the collective-rationality fifth premise, all worked examples (computed and arithmetic-checkable), the proof shape, the escape-route mapping, and named attributions (Arrow 1951/Nobel 1972, May’s theorem, Black’s theorem, Gibbard 1973/1978, IRV nonmonotonicity, field-expansion/group-contraction) — is high-confidence and web-verified. Every is atom in the audit is a typical-case inference; categories 6 and 11 depend on your actual bylaws/quorum and ballots; categories 10 and 12 especially need your facts. Whether the full twelve-category audit serves your deadlock-breaking goal better than a lean Arrow explainer is a judgment this analysis resolved in favor of the audit (retargeted to your committee system) — confirm that’s the shape you wanted.
