(a) The first move is not an intervention — it’s a boundary decision. “Where do we start?” presupposes an agreed problem you don’t have. The genuinely first act is to make the boundary choice explicit and collective: decide whose definition of “the problem” and whose definition of “worse” governs the next ~18 months, name it openly — including the spatial boundary, i.e., whether “our problem” stops at the city line. Every prior intervention failed “somewhere else” because somewhere else was inside a different stakeholder’s boundary — and per Frame E, sometimes literally a different jurisdiction’s. Until the boundary is negotiated rather than assumed, “worse” has no fixed meaning and every move is sabotageable.
